Entry Rules & Information

 

Entry Information

  1. Enter online or mail a completed entry form to Utah State Fair, 155 N 1000 W, Salt Lake City, UT 84116. Forms are available at www.utahstatefair.com, from Extension Offices, FFA advisors or by contacting the Utah State Fair Administration Office. DEADLINE - Aug 17, 2010 - NO LATE ENTRIES will be accepted in Market Animal classes - Entries must be postmarked by the deadline date.
  2. Entry charge of $5.00 per animal is required in the Jr Livestock Department and must accompany the entry form!
  3. An Extension/4-H agent or FFA advisor's signature on the entry form will verify that the exhibitor and project animals are eligible to attend the State Fair.
  4. Exhibitors should enter showmanship on the same entry form as the Market Animals. Breeding stock should be entered on the Breeding Stock form.
  5. Exhibitors who also enter animals in the open show must do so in the same exhibitors name as their jr entry.

Judging

  1. Judges will place all animals numerically as well as by the Danish system (Blue, Red or White) according to type, quality and condition.
  2. Premiums will be paid only on exhibits deemed worthy by the judge.
  3. Judges decisions will be final.

Premiums

  1. Exhibitors will not be allowed more than two ribbons and/or two monies in any one lot (regardless of the number of entries). Clerks will be careful to see that exhibitors receive their proper ribbon and money.
  2. All money awarded for group or chapter exhibits becomes the property of the group.
  3. Exhibitors leaving early without prior approval from the supervisor will forfeit prize money.
  4. All rules & regulations must be complied with or premiums may be withheld.

Health Regulations

  1. A health certificate is required on all livestock with the exception of market swine. It is important to read the health regulations as animals may be disqualified if they do not meet requirements.

 

Market Animals

  1. All Market animals (including Champion and Reserve) must be cared for by the exhibitor until they are released to the packer for shipping. Hogs must be fed Sunday morning by the exhibitor.
  2. Sifted animals will be released immediately after weigh-in, except hogs, which will be sent to the packer as scheduled.
  3. Red and white ribbon lambs and steers, which are not eligible for the auction, are the responsibility of the exhibitor and will be released after 9 p.m. on the evening of their respective judging days.
  4. All red ribbon Beef and Sheep owners who wish to sell to the packer must notify the livestock office by 9 p.m. on Friday, Sept 17.
  5. Exhibitors must show and sell their own animals.
  6. The Grand and Reserve Grand Champion of each species will be drug tested following the show. An exhibitor whose animal tests positive for any illegal substance will be penalized according to the guidelines issued by the Utah Junior Livestock Show Association.

Miscellaneous

  1. Check in with the supervisor before tying or penning animals.
  2. Any project animals not cared for properly, fed and watered and stall area kept clean, will forfeit all prize money. All pens must be cleaned before exhibitor can leave the show. Open show exhibitors staying over to the Jr show must clean out their own pens.
  3. Should the general and special rules conflict, the latter will govern. Exhibitors are required to read General Livestock Rules.
  4. 4-H & FFA exhibitors will show together except in Showmanship.
  5. Exhibitors must have an animal entered in their respective department to be eligible to participate in showmanship.
  6. No drenching of any animal will be allowed on the Fairpark.
  7. The official tag listed on the entry form must be the only tag in the animals ear at the time of weigh-in (except for scrapie tags in lambs)

Educational Exhibits
Exhibitors are urged to make a decorative and educational display.

 

Barn Prize
One $30 Barn Prize will be awarded to each Jr Livestock Barn. A committee named by the Supervisors will make inspections to determine the award. Judges will take into consideration the following:
(1) Orderliness and cleanliness of stalls and animals (2) Promptness in having stalls cleaned by 10:00 a.m. (3) Systematic and neat arrangements of equipment and feed (4) Personal appearance of exhibitor (5) Observance of all rules and regulations (6) Cooperation with the show officials (7) Decorations (8) Educational features

 

Special Awards

Bushman Farm & Livestock Co. offers rosettes to the top 12 placings in the Star Class for Market Steers, Market Lambs and Market Hogs. Judges will be asked to place the Star Class out in order to award these special awards.

 

Utah Farm Service Agency and Fortex/Fortiflex will award prizes to select winners in the Junior Livestock Departments.

OFFICIAL RULES & GUIDELINES UTAH JUNIOR LIVESTOCK SHOW ASSOCIATION


(2010 Show Season)

 

These rules and guidelines are aimed at standardizing Jr Livestock Shows in Utah. Standardization will help provide the best possible educational experience for the young people of the state who have 4-H or FFA livestock projects. The Utah State Jr Livestock Shows Association is given this responsibility by the Utah Code Section 4-2-2 (Rule 65-8) through the Utah Department of Agriculture and the Utah Legislature.

 

CODE OF ETHICS
The Code of Ethics applies to anyone exhibiting animals in livestock shows in the State of Utah. It includes Junior as well as Open Class exhibitors who compete in structured classes of competition. All classes of livestock offered are included. The following practices or procedures are unacceptable and are defined as deceptive, fraudulent, unethical and inhumane in the care, fitting, preparation and showing of all classes of livestock:
- the use of any illegal drugs is prohibited; - legal or illegal substances used to phenotypically alter the appearance of an animal entered in livestock events are prohibited; - use of illegal drugs is considered a premeditated act; - any information obtained in the practice of illegal alteration of an animal will be turned over to the proper authorities for criminal prosecution.
This is a one-strike and you are out policy. Exhibitors will forfeit any premium, award or auction proceeds and will be prohibited from further competition at shows in the State of Utah, as well as being subject to criminal prosecution if proven guilty of any infraction of the Association rules.

 

GENERAL RULES
1. Age - Exhibitors must be in the third grade, but not less than 8 years of age as of October 1 of the current 4-H year. Exhibitors can only show through the same season as their high school graduation, but not past their 19th birthday. Exception: disabled persons as defined by Public Law 98-527. In these special cases, animals must still be the project animal of the exhibitor and be cared for daily by the disabled person.
2. Group Affiliation - An exhibitor may enter a given show only as a 4-H or FFA member, but not both. Exhibitor must declare one or the other at time of entry.
3. Ownership of Animals - The exhibitor will own, possess, feed, and care for his/her project animal(s) for not less than 100 consecutive days for market beef and 60 consecutive days for market swine and market lambs, immediately prior to the show they intend to participate in. No interruption of ownership or possession can occur.
4. Fitting on Show Grounds - The fitting of animals will take place in areas designated by the livestock show committee. Parents, guardians, siblings, club leaders, Extension/4-H agents and FFA advisors may assist, and are encouraged to assist, the younger exhibitors. However, each exhibitor must be working with the project animal and be in attendance with that animal during the entire fitting process.
5. Code of Ethics (a) Treating an animal internally or externally with any irritant, counterirritant or other substance used to artificially change the conformation or appearance of an animal for show is considered unethical, inhumane and is prohibited. This includes, but is not limited to, the use of graphite, powders, hemp, artificial hair, coloring, common products such as fly spray, ointment or liniment used to the point that it is irritating, or similar type products. The use of dyes, spray paint or other artificial coloring which result in altering an animal's true and natural appearance and/or color is prohibited. Adding false hair or hairlike material, fleece, or skin at any point, spot or area of the animal's body is illegal and will result in immediate disqualification. Any liquid or substance not considered part of an accepted and normal diet for livestock is deemed illegal and inhumane. For example: the use of alcoholic or carbonated beverages as a drench or filler, etc. Drenching will not be allowed unless the show veterinarian or a show official is present and is needed for emergency purposes only.
(b) The use of tranquilizers, sedatives or depressants which alter the physical or physiological state of the animal is illegal. Exceptions to this rule would be licensed, certified veterinarian treatment for a recognized disease or injury, or recommendation for tranquilizing breeding animals in heat that might compromise the safety of others. The drugs must be approved by the Food and Drug Administration for use in meat producing animals. All exhibitors will advise show management of any drug and/or medication administered to an animal that might be detected at the time of showing or at meat inspection. The name of the drug, its purpose, the person who administered the drug, time and date of administration will be presented to show management prior to the showing and sale of the animal. Failure to report this information to the show management will result in severe penalty and/or disqualification. Any use of drugs or substances not approved by the Food and Drug Administration is strictly prohibited. The use of feed products with Ractopamine (i.e. Paylene) is banned in all animals. All animals entered into livestock competition will be subject to testing for foreign substances that exceed acceptable levels established by the FDA, FSIS, USDA or EPA. During the livestock event, in the case of an animal requiring treatment, all medication shall be administered by a licensed veterinarian and the livestock show officials shall be notified.
(c) Surgery, injection or insertion of foreign material under the skin and/or into the flesh of an animal to change the natural contour, conformation or appearance of animal's body is illegal. This includes vegetable oil, silicon or other substance used to alter the shape of an animal. Acceptable practices of physical preparations which are allowed include: clipping of hair, trimming of hooves, dehorning or removal of ancillary teats.
(d) The use of inhumane fitting, showing and/or handling practices or devices shall not be tolerated. For example: breaking tails, striking of the animal to cause swelling or for bracing purposes, use of an electrical contrivance, muzzles, etc. is not acceptable.
(e) Direct criticism or interference with the judge, show management, other exhibitors, breed representatives or show officials before, during or after the competitive event is prohibited.
(f) At the time an animal is sold at auction the exhibitor shall be held directly responsible for animals that are rejected at the processing center due to the presence of foreign residues. The seller may be liable to the buyer for an amount equal to three times the purchase price and may also be liable for attorneys' fees and civil penalties. Show management may share acceptable intelligence and evidence information with FDA or USDA. If, for any reason, any part of a meat animal carcass must be removed by the FDA or USDA inspectors, the market price will be discounted.
(g) Show management reserves the right to require animal health certificates. Health inspection and diagnostic tests may be made before or after animals are on the livestock show premises for exhibitor and animal safety, or to inaugurate disease control procedures which may become necessary in emergencies as determined by animal health officials. Any violation of the "Utah State Jr Livestock Code of Ethics" or specific rules as designated by individual fairs and livestock shows will result in forfeiture of premiums and awards, disqualification may result in probationary status and/or loss of eligibility for future participation in organized livestock competitions. Possible civil penalties may be imposed by the proper authorities based on evidence provided by the livestock show of exhibitors in violation of the Federal Food, Drug and Cosmetic act/or the animal mistreatment, neglect and abandonment laws that apply on the local, state and national levels. Other cooperating shows will be notified of the action taken by show management which may affect the eligibility of the individual, group or sponsoring organization for participation at other shows. The decision of the livestock show management will be final.
6. Dress Code - 4-H - A long or short sleeve shirt which fastens down the front with a collar is mandatory. Shirts must be solid white in color and need not be Western style. Black or blue pants are to be worn. There is to be a 4-H emblem or patch on all 4-H members shirts. FFA - Either a white shirt, tie and FFA jacket or a white shirt with the FFA emblem and tie. The following will not be allowed: T-shirts, tank tops, tube tops, sleeveless shirts and vests. Exhibitors who fail to abide by the dress code while showing will forfeit any prize money. Exhibitors must also follow the dress code when selling their animal at the auction or they will be fined $50.00 per animal sold.
7. Sales Fee - A sales fee not to exceed 5% will be withheld from sales checks by all state assisted shows. Any purchaser(s) of animals from a Junior Livestock Show Auction must pay the Show the full purchase price of sale regardless of buy-back.
8. Change of Ownership - Once an animal has gone through any state assisted sale, regardless of buy-back or no-sale, it is no longer eligible to enter another state assisted show.
9. Show Eligibility - Animals are eligible for any show for which they meet ownership and show requirements.
10. Lamb Docking Rule - Scientific research indicates that the incidence of rectal prolapse is reduced when the tail is docked in a non-extreme manner. The recommended method is to dock at the distal end of the caudal fold (3rd caudal vertebra). Complete tail removal (extreme docking) is not an accepted sheep production practice and is discouraged for all Utah Jr Livestock sheep projects. Market lambs or breeding sheep showing any sign of contagious disease or current or recent signs of prolapse, or with an open sore on the dock (rosebud), will be sifted from the show at the discretion of the state show vet at the time of check-in and his determination is final.
11. Name Change - If an animal has been shown in a market show, in-state or out-of-state, it must be shown in the same exhibitor name at all subsequent shows.


MARKET ANIMAL RULES
1. Drug Withdrawal - It is unethical and in most cases even unlawful to administer drugs to livestock within 20 to 30 days of slaughter. Animals too unmanageable to show should be withdrawn rather than tranquilized. This situation will be monitored by the local show committee and the show veterinarian. By federal regulation, random testing will occur at slaughter, and animals will be condemned which have been given any injection or oral dosage of tranquilizers, painkillers, antibiotics, diuretics, steroids, or other foreign substances during withdrawal periods before slaughter. All sales money will be withheld in such cases. Bloat medicine and other medication with no withdrawal requirements may be permissible. Exhibitors need to be aware of potential health hazards to consumers who eat animals that have received the above mentioned dosages.
2. Tagging - The Extension/4-H agent, FFA advisor or a member of their appointed committee shall tag each animal and process the proper forms. Should a tag be lost or pulled out of the animal's ear, the exhibitor will advise the committee supervisor immediately so the tag can be replaced and the appropriate paperwork can be processed. Proper tags must be in ear of animal prior to weighing in at State Fair.
3. Market Animal Weights:
Beef: minimum 1000 lbs
Sheep: minimum 110 lbs
Swine: minimum 240 lbs
There are no upper weight limits at the show, but minimum weights will be in effect. Exhibitors need to understand that the market system penalizes animals under and over ideal market weights through lower prices. Animals too light to meet minimum weight may stay on the Fairpark to allow the exhibitor to participate in fitting and showmanship.
4. Extra Animals - Exhibitors may tag one extra animal per species for each show period. Only alternates listed on the entry form can be shown. Alternates cannot be changed at weigh-in!
5. Entry Forms & Deadlines - Exhibitors are responsible for mailing their own entry form and are due at least thirty days before the show. Entries postmarked by that date will be accepted. Exhibitor must declare which animal(s) are to be shown, and submit an entry form and entry fee(s), including State Association ear tag numbers. The tag number and alternate tag number must be specified on the exhibitor entry form to be eligible. Forms must be signed by proper Extension/4-H agent or FFA advisor to verify exhibitor and animals are a legitimate entry for the show they are entering. Extension/4-H agents or FFA advisors should only sign forms for those youth enrolled in their programs. Eligibility for group and family feeding programs will be verified by the Extension/4-H agent or FFA advisor and parents. Entry forms for showmanship classes must also be submitted thirty days prior to the show and need to indicate class to be entered (species) and age of exhibitor. Payment of entry fees must accompany the entry form.

 

BREEDING ANIMAL RULES
1. Exhibitors are encouraged to expand their scope of livestock project experience to include breeding livestock projects.

 

RULE ENFORCEMENT
1. The local show has the responsibility to enforce the rules and regulations at their show. Any further action needs to be submitted in writing to the State Junior Livestock Association Board. Shows that do not comply and enforce the rules adopted may lose Association funding. If immediate action is needed, the board of the Utah State Junior Livestock Shows Association is empowered to make the ruling decision. The State Veterinarian has the final ruling on lamb tail docking and any health issues.

 

PENALTY
Penalties for violation of any State Fair rules will be decided by the Utah State Fair Show Committee and the Utah State Fair Board of Directors.

5. Any unmanageable animal will be sifted by the show committee and not allowed to show.
6. Steers will be grouped into uniform lots by weight.
7. Steers may not be housed in the show barn prior to the listed arrival date or they will be disqualified. Steers may be tied in tie-outs, space permitting.
8. The official tag listed on the entry form should be the only tag in the steer's ear at time of weigh in.

JR LIVESTOCK SALE: After the Jr judging only blue ribbon steers will be eligible for the sale. Exhibitors must declare whether or not they want each animal to be sold. Red ribbon beef that wish to sell to the packer must notify the livestock office by 9:00 p.m. on Friday, Sept 17.

WESTERN STATES ANGUS AUXILLIARY, 1470 Eureka Lane, Templeton, CA 93465, will present an award to the outstanding 4-H Angus exhibitor and/or the outstanding FFA Angus exhibitor. The judge of the Jr Beef Show will be asked to make the selection of the winner based on the show ring placing of individual animals and placings in showmanship. The following point system must be followed:
Confirmation placing: 40 points - Grand Champion, 30 points -Reserve Champion: 20 points - first place, 15 points - second place, 10 points - third place, 6 points if participated in showmanship; 25 points for educational display promoting the Angus Breed. If steers and breeding animals are both exhibited, points may be combined to select a winner. For breeding animals, the animals must be registered with papers. This is open to exhibitors with one or more breeding and/or market animals. Winning the award in previous years shall not exclude an exhibitor from winning again. For market steers this award should go to the highest placing predominately black steer. The sire must be Angus. Champion 40 points - Reserve Champion 30 points.
It must be kept in mind that the purpose of this award is the promotion of the Angus breed, therefore Angus breeding animals should take precedence over market animals.

 

THE UTAH ANGUS ASSOCIATION, will award a trophy to the outstanding Jr Angus exhibitor in 4-H and FFA. A representative of the association will select the winner and present the award.

CLASS ML - MARKET LAMBS
1. Lambs will be shown slick shorn. Lambs must be show ready at weigh-in. They must have been completely shorn within two weeks of the show and prior to weigh-in, with no more than 1/4" wool.
2. Lambs must have lambs teeth.
3. Exhibitor must have owned animal 60 days prior to Sept 16.
4. Exhibitors must show and sell their own animal(s).
5. Minimum weight for market lambs - 110 lbs
6. Lambs will be divided into uniform lots by weight.
7. Any lamb identified by the show vet as showing signs of club lamb fungus must be removed from the Fairpark immediately. The show vet's decision will be final!
8. The official tag listed on the entry form must be the only tag in the lamb's ear at the time of weigh-in (except for scrapie tag).
9. Lambs must be uncovered at weigh-in.
10. No drenching of any type will be allowed.

 

JR LIVESTOCK SALE: After the Jr. judging only blue ribbon market lambs will be eligible for the sale. Exhibitors must declare whether or not they want each animal to be sold. Champion and Reserve Champion must sell. Each exhibitor will be limited to selling one animal only in the sale. Animals not eligible for the sale will be the responsibility of the exhibitor. Red ribbon sheep that wish to sell to the packer must notify the livestock office by 9:00 p.m. on Friday, Sept 17.

Please note: Jr breeding sheep will come in and be shown on the same schedule as their breed in the open class. Jr exhibitors are encouraged to enter both shows by completing both entry forms and paying the correct entry charge.

 

Classes will be combined into Class OB if there are not two or more exhibitors in a specific breed class. Eartag must be in animal's ear or have a legible tattoo. Exhibitors must have registration papers or copies available (for proof of ownership) on all breeding animals for Supervisor to check. If registration is pending, exhibitor must have proof from the appropriate breed association that the registration has been applied for. Papers must be checked before animals will be allowed to show.
Meat breeds (including Suffolk, Hampshire, Dorset, Shropshire and Southdown) will be shown slick shorn. Animals must have been completely shorn within two weeks of the show, with no more than 1/4" wool at showtime.

Eligibility
1. Exhibitors may exhibit animals that are not registered in their name, but the animals must be their project animals with record books kept accordingly and must be shown in the same exhibitors name, if shown in the open show.
2. All registration papers must be checked by the show secretary upon your arrival. If this is not done, those animals whose papers have not been checked will be considered scratched and will not be allowed to show. Checking in of papers is the responsibility of the exhibitor. Any changes must be done at check-in, not on the day of the show!

 

Miscellaneous
1. Any doe that has ever freshened or is being milked regularly shall compete in the Sr Division. This includes dry and precocious milkers.
2. Any doe 24 months of age or over that has never freshened shall not be shown.
3. Only Recorded Grades, Natives on Performance, Natives on Appearance, Experimentals and Grade Experimentals shall be shown in the class called Recorded Grades.
4. Because of space limitations, only animals that are entered in this show will be housed in the barn.
5. All animals will be inspected before unloading. Goats with abscesses or other communicable disease will not be allowed on the grounds.
6. Pre-show milkout will be handled per ADGA rules. These and other rules under Open Show, also apply to this show.
7. Please write tattoos under the "Breed" heading on the entry form. Write in the breed initials under the "Class" heading on the entry form.
8. The Junior and Senior Shows are separately sanctioned.

All exhibitors are eligible to be in this class. In order to present a uniform, neat appearance to the viewing public and to promote 4-H and FFA, exhibitors must comply with the dress code.
Each contestant must show his or her own project animal and the judge shall require the contestants to change animals during judging.
ADGA Showmanship Award Certificate shall be made at any official show or at any show judged by an official ADGA judge, even if the show itself is not official.
You will be judged on how you appear, answer questions put forth by the judge and how well you show and control your animal, 4-H and FFA will show together.

CLASS MH MARKET HOGS
1. Exhibitor will be allowed to enter one hog - barrows and gilts will show together. (Youth are encouraged to enter additional animals in the open show, but they may not be the same animals entered in the junior show.)
2. Lots to be divided by weight of hogs and not by the exhibitor's affiliation in 4-H or FFA.
3. Exhibitor must have owned animal 60 days prior to Sept 16.
4. Exhibitors must show and sell their own animal(s).
5. Minimum weight for market hogs - 240 lbs.
6. Hogs must be penned upon arrival and a member of the show committee will notify the exhibitor when it is their turn to weigh in.
7. Waterers in the hog pens may not be covered or tampered with.
8. The Danish system of judging will be used: Grades: Blue - US No 1, Red - US No 2, White - US No 3.
9. Grand and Reserve Champion Hog will be selected. A Trophy and Rosette will be awarded to the Champions.
10. Hogs must be washed and trimmed before arriving at the Fair.

 

JR LIVESTOCK SALE: Only blue ribbon hogs will be eligible for the sale. Exhibitors will be limited to one animal total in the sale. Hogs not going through the Jr Livestock Auction must be sold to the packing company designated by Fair officials.
